Lieutenant General Dumisani Khumalo, head of South Africa’s Crime Intelligence division, appeared in the Pretoria Regional Court on Thursday along with six other senior SAPS officials. The group faces fraud and corruption charges related to the irregular appointment of a civilian, Brigadier Dineo Mokwele, to a top role in the police’s Technical Support Services unit.
According to the Investigating Directorate Against Corruption (IDAC), the appointment bypassed established vetting and qualification procedures, raising red flags about abuse of power and internal manipulation within SAPS’s leadership structure.

Co-accused in the case include Major General Philani Lushaba, SAPS Crime Intelligence’s Chief Financial Officer, and four other generals. This comes shortly after Khumalo’s earlier arrest over unauthorized state-funded property purchases worth nearly R45 million, currently being probed in a separate corruption case.
All seven accused were granted bail of R10,000 and have been prohibited from entering any SAPS Crime Intelligence facilities while the investigation continues. The case has been postponed to 13 August 2025 to allow for formal evidence disclosure.
This latest scandal adds to mounting pressure on SAPS leadership, already under fire for poor accountability, financial irregularities, and a lack of internal oversight.
